Community and stakeholder engagement in the waste sector is being driven from several directions. There is the need to put local plans and strategies in place; meeting targets set at national and EU levels; the need to change attitudes and behaviour towards waste; and the controversy that often surrounds new developments. Though the need for engagement as a means to address these issues is generally accepted, how to do it is still a mystery to many. These Guidelines hope to provide a clear starting point
